Question Charity fundraising for help with medical bills

I have a friend who was recently diagnosed with a serious medical condition. As a result, she has already accumulated a large amount of debt due to her insurance doesn't pay for her very expensive prescriptions that she needs. Her finances will will likely get worse as time goes on.

Some family members are thinking of trying to raise money for her medical bills, but don't know how to go about it. They were thinking of emailing a flyer and asking people if they would like to donate money. Can they do this so the donation is tax-deductible for the donor? Does anyone have any experience in organizing something like this? Do you have to file a non-profit tax i.d. form? Or do you handle this through a bank? Any information would be appreciated.
